The procedure for customs authorities to perform customs operations related to the submission, registration of the transit declaration and completion of the customs procedure of customs transit is developed in accordance with Chapters 17 and 22 of the Customs Code of the EAEU and approved by the Commission of the EAEU on August 17, 2010, No438.

Transit declaration shall be submitted for transportation of goods moved from one consignor to one consignee under one transport (transportation) document, except for cases when as a transit declaration are used documents stipulated by international treaties of the EAEU member states.

Submission of a transit declaration must be accompanied by the submission to the customs body of departure of:

-documents confirming the completeness of the person submitting the customs declaration when declaring goods;

by the freight forwarder - documents confirming the conclusion of the contract

freight forwarder - documents confirming the conclusion of a contract of transportation forwarding;

The date and time of submission of the transit declaration shall be recorded by the customs authority in the log, the form of which is established by the legislation of the EAEU member states, and in the information system of the customs authority of departure using information technologies.

The transit declaration shall be registered by an authorized official of the customs body of departure by assigning it a registration number, including the use of information systems and information technologies. From the moment of assignment of the registration number the transit declaration shall become a document evidencing the facts of legal significance. In case of using transport (transportation) and commercial documents as a transit declaration, the release of goods shall be formalized by placing and filling in the directional stamp, certified by the personal numbered stamp of the customs official of the customs body of departure, on two copies of the transport (transportation) document.

When goods are transported using the TIR Carnet, the release of goods shall be formalized by filling in the relevant boxes of the tear-off sheets and stubs of the TIR Carnet in accordance with the provisions of the TIR Convention, and affixing and filling in the directional stamp, certified by the personal numbered stamp of the official of the customs body of departure, on two copies of the transport (transportation) document.

Information on the time limit for customs transit and place of delivery shall also be indicated in the information system of the customs body of departure using information technologies.

The procedure for termination of the customs transit procedure.

To complete the customs procedure of customs transit, the carrier shall submit to the customs body of destination one sheet of the transit declaration and one set of transport (conveyance) documents with marks of release of goods and one set of other documents included in the transit declaration, identified by the customs body of departure.

In case of using transport (conveyance) and commercial documents as a transit declaration, one copy of the transport (conveyance) document with marks on release of goods and one set of other documents shall be submitted to the customs body of destination. When goods are transported using the TIR Carnet, a TIR Carnet and one set of transport (conveyance) documents with marks of release of goods and other documents included in the transit declaration, identified by the customs body of departure, shall be submitted to the customs body of destination.
